I don't understand

I'm confused.
Now..... I know how to link to another persons blog or post within a post I write. And we do this to give someone else credit or just to share another cool site.
But.......could someone please tell me
what the "LINKS TO THIS POST" is for at the bottom of a post under the comment area?
You click on CREATE A LINK and a box pops up with the name of the post in it. If I click on that box from my own site it just creates a new post. But what happens if I click on that while on another persons site. I have been a little afraid to do it. Is it just so that blog owner will see the link and come and read your post?
Just call me confused!
I don't know what this is.
Why create a link if you are not blogging about it from your site? I have noticed links to my posts and then went over to the site and they had not written anything about my post.?!?
I just don't know.....
I'm confused....please help!

I wonder if it is like on facebook, where you include someone in a note. Either because you think it will interest them or because something they wrote made you think of something. I'm like you I don't know either, but I'm waiting to read the comments and find out.

I love that you're asking. I don't have a clue. Someone with my understanding should have a site with easy to understand instructions for all sorts of things that I have questions about.
